About Us
Launched in 2021 by a community of Canadian colleges and universities, the Scarborough Charter on Anti-Black Racism and Black Inclusion in Canadian Higher Education is more than an agreement among member institutions. It is a unifying and concrete undertaking to redress systems and structures of inequity, discrimination, marginalization, and exclusion in the higher education sector that disproportionately affect Black faculty, staff, students and visitors in the academy and their communities. The Scarborough Charter serves as a guide for concerted and principled action for enabling a more inclusive higher education sector and society in Canada and beyond. The Scarborough Charter was incorporated as a Canadian non-profit organization in April 2025 and is based in Ottawa, with currently 59 signatory members across Canada (51 universities and eight colleges).
The Scarborough Charter Secretariat is responsible for supporting signatory institutions in accomplishing the objectives of the Scarborough Charter. It facilitates activities, events and relationships, as well as the development and implementation of strategies, policies, data, and accountability mechanisms that enable the signatory institutions to deliver on their Charter commitments. The Secretariat further raises the profile and accomplishments of member institutions, through progress reporting, storytelling, community engagement, and various communication channels.

About the Opportunity
The Program Manager, Web and Data Services, is the website and data relationship lead at the Secretariat. Reporting to the Executive Director, some of the key functions of the Program Manager include:
- Oversees the design of the new Scarborough Charter website by working with approved vendors, and ensuring project requirements are developed, understood and successfully carried out, utilizing intentional engagement with key partners for input and feedback
- Ensures the functionality of the website that drives user experience and interactions, including maintaining a members-only section for Scarborough Charter signatories
- Provides ongoing support and management to the new, standalone Scarborough Charter website, to ensure the contents are current and relevant
- Works closely with Secretariat staff, membership and partners to obtain relevant research and data reports and stats, and ensuring the information is shared on the website
- Supports the migration of contents from the current Scarborough Charter webpage at UTSC, and ensuring relevant contents are reflected on the new Scarborough Charter website
- Leads the annual progress reporting for the Secretariat, including the collection and analysis of progress report data from membership
- Leads survey and polling initiatives relating to the Secretariat and membership
- Ensures seamless web and data partnership with the host institution (Carleton University)
- Performs other related duties as assigned
Your Qualifications and Experiences
- A degree or diploma in relevant fields such as Business, Data Analysis, Web Design, Project Management, Sciences, Engineering, Mathematics, Statistics, or a related field.
- Knowledge and/or general working experience of website development and maintenance, data collection and analysis, surveys and polling, and generating reports will be considered an asset
- Ability to engage with various stakeholders and partners in developing and informing project needs and requirements will be considered an asset
- Lived and/or professional experience, and excellent understanding of the complicated intersection of issues in institutions and communities related to anti-Black racism and Black inclusion specifically, and equity, diversity, and inclusion, in general, will be considered an asset.
- Demonstrated engagement in enriching Black experiences in the education sector, especially in higher education, within the public service or a community-based organization, will be considered an asset.
- Experience providing leadership, data, analytics and evidence-based support to formal tables such as Boards of Directors, committees, agencies, and related planning tables
- Excellent interpersonal and time management skills, including the ability to be creative, diplomatic, think logically, follow applicable organizational policies, and work independently and as part of a team.
